There is no city income tax in Buffalo — that is New York City, and only New York City

But the local income tax that dominates every article about 'New York taxes' is a New York City tax, and in this whole state only New York City and Yonkers levy one. Buffalo levies none, and neither does Erie County. Someone comparing a Buffalo offer against a Manhattan one on 'New York tax' is comparing the wrong thing — the state layer is identical and the city layer, worth several percent of income, simply is not there.
New York's rent stabilisation does not reach Buffalo, and Good Cause has to be opted into
CriticalEverything you have read about rent-stabilised apartments, Rent Guidelines Board increases and lease renewal rights is New York City law reaching a handful of downstate places. Outside the city, the Emergency Tenant Protection Act covers only Kingston and Nassau, Westchester and Rockland counties — a locality can adopt it only by declaring a housing emergency after finding a vacancy rate below 5%. Good Cause Eviction is mandatory in New York City and optional by local law elsewhere. What does apply statewide is a floor: your security deposit cannot exceed one month's rent. Assume nothing else applies until you have checked.
Snow here is local, extreme and forecast by neighbourhood

Practically: read the forecast for your actual town rather than for 'Buffalo', get proper winter tyres rather than all-seasons, keep a shovel and a blanket in the car, and install Erie County's ReadyErie preparedness app before December rather than during your first storm.
Buffalo registers its rental housing, and you can use that
ImportantThe city's Rental Registration Office registers all non-owner-occupied single- and two-family homes, plus some three-family and mixed-use dwellings, with a new application costing $100 and annual renewal from 1 January costing $50 for a single unit or $100 for two. A landlord found in breach of lead paint requirements must complete lead training or risk having the Rental Registration Certificate revoked and an Order to Vacate issued. Ask a prospective landlord for the registration. In a city where most rental stock is a subdivided 19th-century house, whether the owner bothers with this tells you a great deal.
The STAR property tax break is real money and you have to register for it yourself
ImportantNew York's School Tax Relief programme cuts the school portion of your property tax bill, and for anyone buying it arrives as a credit rather than an automatic reduction. New York State's guidance is explicit: register as soon as the home becomes your primary residence. It is a state registration with the Department of Taxation and Finance, not something the town or the closing attorney does for you, and Enhanced STAR for older owners is worth considerably more. People miss a year of it routinely.
Canada is ten minutes away and it changes how you live
ImportantThe Peace Bridge to Fort Erie, Ontario is minutes from downtown, and the Niagara crossings are half an hour north. Buffalo households cross for cheaper flights out of Toronto, for weekends, for shopping in both directions, and for family. NEXUS — the joint US–Canada trusted traveller programme — gives a dedicated lane and is a normal household document here rather than a travel accessory. If you are a non-US citizen, check your own eligibility before assuming you can join, and understand that leaving and re-entering the US on a temporary visa is a re-admission each time.
