Track your days from the day you land
You become a Colombian tax resident on an aggregate 183 days or more within any 365 consecutive days. The window rolls rather than following the calendar year, and residency attaches in the year the 183rd day falls. Residents are taxed on worldwide income; non-residents only on Colombian-source income — which includes rent from a Bucaramanga flat whether you are resident or not.

Register a free RUT with DIAN
The RUT is your DIAN registration and generates your NIT. With a cédula you can usually do it online through MUISCA; with only a passport, DIAN's Bucaramanga office handles it by appointment with a pre-filled Formulario 001 and a passport copy. It is free, and banks increasingly want it before opening a foreigner's account.

Establish which municipality your activity is in before you register anything
ICA is owed to the municipality where the industrial, commercial or service activity is carried on. In a four-municipality conurbation, that is a question of fact rather than of address branding: an office in Cañaveral is in Floridablanca, much of the newer business park development is in Piedecuesta, and Girón has its own regime again. Establish it from the predial or utility bill for the premises, not from what people call the area, and register with that municipality's hacienda.

Convert thresholds using the correct year's UVT
Nearly every Colombian tax figure is quoted in UVT, republished by DIAN each December for the following year. Filing obligations trigger at 1,400 UVT of gross income, consumption or bank deposits, and 4,500 UVT of gross worldwide assets — a threshold a foreign property or pension pot alone can cross. A return filed this year for last year's income uses last year's UVT.

If you are on a local payroll, understand retención en la fuente
Colombian employers withhold income tax at source under the procedimiento 1 or 2 method, and the certificate they issue each year is the backbone of your return. Employees are outside ICA entirely. But a foreign employee with foreign assets often crosses the patrimonio threshold even on a modest salary, so payroll withholding is frequently not the end of the story.

File the declaración de renta between August and October
The tax year is the calendar year and the individual filing window runs roughly mid-August to late October, with your date fixed by the last two digits of your NIT as shown on the RUT, ignoring the verification digit. File and pay through MUISCA. Property owners should also diarise the relevant municipality's predial deadlines, which are separate, differ between the four, and carry their own early-payment discounts.

Things most newcomers don’t know
There is no single 'Bucaramanga' ICA. There are four municipal regimes inside one continuous city, and the one you owe is decided by where the activity happens.
Every other Colombian city in this collection has one municipal tax authority. Here, a consultant living in Bucaramanga and renting a desk in Cañaveral is carrying on activity in Floridablanca, and that is where the ICA return goes — with a different rate table and a different calendar from the one their neighbour uses. Filing with the wrong municipality is not a technicality; it leaves an unpaid obligation in one place and an overpayment in another.

Predial deadlines and early-payment discounts differ across the four municipalities too, and property owners routinely apply the wrong calendar.
Each municipality sets its own predial rates, its own payment window and its own discount for paying early — often a meaningful percentage. Someone who owns in Floridablanca and reads Bucaramanga's calendar misses the discount and sometimes the deadline. Diarise from the municipality's own notice, and re-check each January, because the discount dates move.

A modest salary plus foreign assets can still push you over the filing threshold, because the patrimonio test is on gross worldwide assets.
The 4,500 UVT asset threshold counts what you own, not what you earn, and it is measured on gross value at the 31 December exchange rate rather than net of mortgages. A flat back home, a pension pot and a brokerage account together clear it easily on a Bucaramanga salary that would otherwise involve no return at all.

Assuming a digital-nomad visa or a foreign employer keeps you outside Colombian tax residency is the most common and most expensive error.
Residency is a physical-presence test and nothing about the visa class or the payer's location changes it. Bucaramanga is cheap and comfortable enough that people stay longer than planned, cross 183 days in a rolling window without noticing, and acquire a worldwide-income filing obligation retrospectively. Count the days from arrival, including the days you flew in and out.

- Applying Bucaramanga's predial calendar and discount dates to a property in one of the other three municipalities.
- Assuming a digital-nomad visa or a foreign employer keeps you outside Colombian tax residency — only staying under 183 days in any rolling 365 does.
- Believing payroll withholding ends your obligations when foreign assets push you over the 4,500 UVT patrimonio threshold.
- Converting thresholds with the wrong year's UVT, which is republished every December.
