The permesso chain in a city that mostly runs on time
The chain is national — nulla osta, type-D visa, entry, then the permesso di soggiorno filed on paper within eight working days at a post office. Bologna's version of it is smoother than Rome's and its comune is better digitised than most, so much of the residence side can be done online with SPID. The complication is seasonal: the September student intake compresses several thousand identical procedures into two weeks, and everything is slower then.

EU licences work indefinitely. Licences from countries with a reciprocity agreement convert administratively; the rest means the Italian theory and practical exams, in Italian, within twelve months of registering residence. Bologna then applies a 30 km/h limit across most of its street network — the first large Italian city to do so — plus a camera-controlled ZTL over the historic centre. Between that, the porticoes and the flat terrain, this is a city where owning a car is a genuine choice rather than a default.

You need a codice fiscale for any account, and banks distinguish between resident and non-resident accounts with the latter costing more. A digital bank is the fastest route to a working Italian IBAN. More important in Bologna than elsewhere is SPID, because the comune has moved so much of its business online that not having a digital identity actively costs you time here.

Italian mobile is cheap and every SIM, prepaid included, must be registered against an identity document and a codice fiscale. Fixed connectivity in Bologna is good — the city's position as a European supercomputing and data hub means the backbone is excellent — but the last hundred metres inside the walls still depends on your building and your condominium. What to know before you go
Bologna's rental market is a student market, and it moves on the academic calendar
CriticalRoughly 90,000 students in a comune of under 400,000 people means the housing market clears in July, August and early September and is nearly empty the rest of the year. Rooms in shared flats at €400–650 are the dominant product; whole one-bed flats are scarcer and priced accordingly. Idealista put Bologna at €17.5 per square metre in the second quarter of 2026 — below Milan, Florence and Rome but rising faster than any of them. If you are arriving for a job rather than a course, look in spring or late autumn when you are not competing with the intake, and expect landlords to default to a student contract shape you may not want.
Get the codice fiscale before anything else, and go early in September
CriticalThe tax code is free, same-day at an Agenzia delle Entrate office with a passport, and required before a lease, a bank account, a SIM or SSN registration. In the first fortnight of September the Bologna offices absorb several thousand new students at once. Non-EU nationals arriving on a sponsored work or family visa are usually assigned one at the Sportello Unico instead.
File the permesso kit within eight working days of entering Italy
CriticalNon-EU arrivals on a long-stay visa collect the yellow kit at a Poste Italiane counter marked 'Sportello Amico', complete it, attach a €16 revenue stamp from a tobacconist and hand it back with roughly €30 in fees. The postal receipt is your proof of lawful stay while the Questura di Bologna processes it, and it is legally sufficient for work, banking and residence registration. The clock runs from entry into Italy, not from finding a flat — a hospitality declaration from whoever is putting you up is enough to file.
Ask for a canone concordato contract — Bologna is where it is most used
CriticalThe 3+2 canone concordato caps the rent under an agreement between landlord and tenant associations, and gives the landlord cedolare secca at 10% instead of 21% because Bologna is a high-tension housing municipality. Bologna's territorial agreement is unusually well developed and widely used, partly because the comune actively promotes it. The catch is that the contract needs an attestation from a landlord or tenant association to be valid — without it the tax benefit is lost and the rent cap may be unenforceable. Ask for the attestation, not just the contract type.
Città 30 is a real 30 km/h limit across the city and it is enforced
ImportantSince January 2024 Bologna has applied a 30 km/h limit across most of its street network, the first large Italian city to do so, with higher limits retained on a small number of arterial roads. It is enforced by camera and patrol, and the fines apply to foreign plates through the usual international recovery route. Separately, the historic centre sits inside a camera-controlled ZTL. The practical consequence for a newcomer is that a car saves almost no time inside Bologna, while the city is unusually good for cycling and the porticoes make walking pleasant in rain and August sun alike.
Emilia-Romagna's health service is among Italy's best, and the administration generally works
Good to knowRegione Emilia-Romagna consistently sits at the top of the national assessments of health service performance, and Bologna's Sant'Orsola is one of Italy's largest teaching hospitals. The comune is likewise better digitised than most — much of the anagrafe, school and tax business can be done online with SPID. This is worth knowing because a lot of general advice about Italian bureaucracy is written from the experience of much slower cities, and applying it here means queueing for things you could have done from a laptop.

Where to go in Bologna
Piazza Maggiore & the Quadrilatero
Landmark · Centro storico
The civic square with San Petronio's half-finished brick façade, and the medieval market grid immediately east of it.
Local tip: The Quadrilatero's food shops are best before one o'clock and are genuinely working shops, not a display. The Sala Borsa across the square is a public library built over Roman and medieval excavations you can see through the glass floor — free, quiet and open to anyone.
The porticoes & San Luca
Culture · City-wide, and the hill to the south-west
Some 62 kilometres of covered arcade, UNESCO-listed since 2021, including the 3.8-kilometre climb of 666 arches to the sanctuary of San Luca.
Local tip: The San Luca portico is the longest in the world and is how Bolognesi exercise — an hour up, with the last third steep. Start at Porta Saragozza. The Meloncello arch halfway is the point where most people decide whether they meant it.
Santo Stefano — the Sette Chiese
Culture · East of Piazza Maggiore
A complex of interlocking churches and courtyards built over a Roman temple, layered from late antiquity onward.
Local tip: Free, and far more atmospheric than San Petronio. The Cortile di Pilato and the twelfth-century cloister are usually near-empty in the early morning. The square outside is where the city sits in the evening.
Via del Pratello & the university quarter
Nightlife · West and north-east of the centre
Bologna's drinking streets — Pratello for the old osterie, Via Zamboni and Via Petroni for the student crowd.
Local tip: Pratello is where people over thirty go and where the political and musical history of the city is still visible on the walls. Zamboni is loud, cheap and entirely student. They are ten minutes apart and completely different cities.
Giardini Margherita & Le Serre
Nature · Just south of the walls
The city's main park, with a nineteenth-century lake and a set of restored greenhouses now used as a public workspace and events venue.
Local tip: Le Serre dei Giardini is a working coworking space and bar inside the old municipal nursery greenhouses — one of the few places in Bologna where you can sit and work all afternoon for the price of a coffee.
Certosa di Bologna
Hidden gemCulture · West, beside the Meloncello arch
A Carthusian monastery turned monumental cemetery in 1801, built directly over an Etruscan necropolis, with two centuries of funerary sculpture in enclosed cloisters.
Local tip: Free, open daily, and almost always empty. Byron came here in 1819 and wrote about it; the nineteenth-century sculpture in the covered galleries is genuinely first rate. It sits at the foot of the San Luca portico, so the two make one afternoon.
