Alabama's 5% income tax starts at $3,000 — but federal tax is deductible against it
CriticalAlabama's schedule looks gentle and is not: a single filer pays 2% on the first $500 of taxable income, 4% on the next $2,500 and 5% on everything above $3,000, so in practice every working adult is a 5% taxpayer. Married filing jointly doubles those thresholds. What genuinely softens it is unusual — Alabama is one of a handful of states where federal income tax paid is deductible on the state return, under constitutional Amendment 225, so a higher federal bill reduces the Alabama one. On top of that, if you work inside the Birmingham city limits your employer withholds a 1% occupational tax whether or not you live in the city. Model both together, because most salary comparison tools model neither.
Property tax is the lowest in the country, and at 65 the state portion disappears
CriticalThis is the genuine Alabama bargain and it is the direct counterweight to everything else. Alabama's effective property tax rate is the lowest of any US state, so a house that would carry a $9,000 bill in Collin County, Texas carries a small fraction of that here. On top of that, Alabama's homestead exemptions are unusually generous at the top end: a homeowner aged 65 or over, or permanently and totally disabled, is exempt from the state portion of property tax on their principal residence with no income limit at all, and a 65-plus homeowner with combined taxable income under $12,000 can be exempt from the county portion too. County exemptions for everyone else are more modest. All of it must be applied for through the county — none of it arrives with the deed.
Alabama did not expand Medicaid, and the tornado season is a night season
CriticalTwo things that both belong in the first week. Alabama is one of the states that never expanded Medicaid, so adult Medicaid is limited to narrow categories and a low-income working adult can fall into a coverage gap with nothing underneath; there is no state marketplace either, so individual cover is bought on HealthCare.gov within its fixed federal window. And Birmingham sits in Dixie Alley, where tornadoes differ from the plains version in three ways that all make them more dangerous: they frequently come at night, they occur in winter as well as spring, and they are hidden by rain and dense tree cover so you will not see one coming. Work out your shelter — an interior room on the lowest floor, or a community shelter — and leave weather alerts switched on. The 27 April 2011 outbreak is living memory here.
The occupational tax follows where you WORK, not where you live
ImportantBirmingham levies an occupational tax on wages earned within the city limits, withheld at source by the employer. It is a work-based levy, so a resident of Mountain Brook, Homewood or Hoover who commutes into downtown Birmingham pays it, while a Birmingham resident whose job is in a suburb generally does not. This is the same shape as Ohio's and Michigan's city income taxes and the opposite of Indiana's county tax, and it means a suburban address does not avoid it if the job is downtown. Jefferson County's own county-level occupational tax was struck down in the courts and no longer exists, so the city levy is the one that matters. Sales tax is 10% in the city and it applies to food
ImportantAlabama's state sales tax is 4% on general merchandise, and Jefferson County and the City of Birmingham stack on top to reach 10% inside the city — among the highest combined rates in the United States. Food for home consumption is taxed at a reduced state rate of 2% rather than being exempt, but the county and city portions still apply to it, so a grocery bill here is taxed in a way it is not in Texas, Iowa or California. On a modest household budget this is a larger number than the income tax difference between Alabama and its neighbours, and it is the reason the state's overall tax burden looks low in the aggregate and does not feel low at the till.
Sewer, not water, is the utility line that will surprise you
ImportantJefferson County's sewer system was financed with derivatives that collapsed and pushed the county into what was then the largest municipal bankruptcy in United States history in 2011. The debt was restructured rather than erased, and the ratepayers service it: Jefferson County sewer rates are among the highest in the country and have risen on a schedule since. Ask what a specific property's actual combined water and sewer bill has been rather than assuming a national average, and note that a house on a septic system outside the sewer district is in a completely different position — which is one of the quieter reasons some of the outer suburbs are priced as they are.
