Receita Federal will issue a CPF to someone with no visa, no Brazilian address and no presence in the country, online or through a consulate. Since 2023 it has been the single identification number across every public database, and the bank account, the phone chip, the lease and the health card all sit behind it. Belo Horizonte has a much thinner English-language support industry than Rio or São Paulo, so arriving without the CPF means solving the problem in Portuguese, at a counter, with a queue.

The clock starts at your arrival stamp under that visa, not at issue, and a trip abroad is not a reliable way to buy a fresh window. The Minas Gerais superintendency in Belo Horizonte serves a state of over twenty million people, so its appointment slots are contested by applicants from Uberlândia, Juiz de Fora and the interior as well as from the capital. Book in your first week and reschedule later if your documents slip. Without a CRNM you cannot sign a lease, take a salaried job, or renew when the first year ends.

Belo Horizonte was Brazil's first planned city, laid out in 1897 inside a ring road called the Avenida do Contorno. Within that ring an orthogonal grid of streets named after Brazilian states is overlaid by a diagonal grid of avenues named after indigenous peoples, meeting at five- and six-way junctions. Outside the Contorno the plan simply stops and the city grew organically up the hills. The practical consequence is that your sense of direction is useless for a couple of months and that 'straight on' is frequently not an option.

Belo Horizonte's single metro line was built along an existing railway, running roughly east–west and skirting the centre. It does not serve the Savassi, Lourdes, Belvedere or the southern districts where most professional employment and most desirable housing sit. The MOVE bus corridors on Antônio Carlos and Cristiano Machado do the heavy lifting instead. Assume buses or a car when you choose where to live, and check the actual journey rather than the metro map.

Rents, restaurants and services here run well below Rio, São Paulo and Brasília for a comparable standard of life, while the city still has a university system, real hospitals, an international airport and a genuine startup scene. A foreign-currency income goes further here than in any other major Brazilian capital. What you give up is the depth of the São Paulo job market, direct long-haul flights, and the sea.

The social register here is quieter than Rio's and slower than São Paulo's. People are polite and warm but do not open up quickly, invitations take longer to arrive, and directness reads as brusque. The boteco is where the wall comes down — an unhurried evening at a corner bar with the same people every week is how friendships actually form in this city. Newcomers who read the initial reserve as coldness and stop trying miss the whole thing.
