Buy the SIM with your passport and IIN
Kcell/activ, Beeline and Tele2/Altel have shops in the malls and along the main avenues. Registration against your identity document is compulsory; having your IIN speeds it up and is required for post-paid plans. A SIM costs from around KZT 1,000 and gives you the +7 7xx number the banking and eGov systems authenticate to.

Register your handset's IMEI at the same time
Kazakhstan runs an IMEI register. Visitors ROAMING on a foreign network are exempt, but the moment you put a Kazakh SIM in a foreign-bought handset you must register the device, and a device not registered within 30 days of first connecting is blacklisted and blocked. Operators handle it in store, and you can register on passport details before you have an IIN. If your phone stops finding a network about a month after arrival, this is why.

Add a data plan
Monthly bundles with large or unlimited data run roughly KZT 4,000-7,000. Coverage across the built-up city is strong; it thins quickly once you are out on the steppe, which matters for the Korgalzhyn and Burabay trips. Manage everything through the operator app or Kaspi.

Sort home internet and treat the phone as winter kit
Kazakhtelecom and the operators' fixed arms provide fibre to most Astana apartment blocks at modest cost, and many furnished rentals already include it — confirm with the landlord before ordering. Separately: at -35°C a phone battery can drop from 60% to dead in minutes outdoors. Carry it in an inside pocket, keep a power bank, and do not rely on it as your only means of calling a taxi when you are standing outside.

Things most newcomers don’t know

Kazakhstan blacklists unregistered handsets by IMEI 30 days after first connection — the phone works on arrival and dies a month later.

Device registration is separate from SIM registration and catches nearly every newcomer, because the phone functions normally at first. Roamers on a foreign network are exempt; the duty starts when you insert a Kazakh SIM. Register the IMEI when you buy the SIM — it can be done on passport details before you have an IIN.

In Astana your phone is winter safety equipment, and lithium batteries fail fast in extreme cold.

A battery reading 60% indoors can be dead within minutes at -35°C. That matters because the phone is how you summon a taxi, and standing outside without one in those conditions is genuinely dangerous rather than merely inconvenient. Local habit is an inside pocket, a power bank in winter, and never letting the charge run low before going out.

The +7 7xx number is infrastructure — banking, eGov, Kaspi and the LRT's FacePay all authenticate to it.

Kazakhstan digitised aggressively and the digital state assumes a local mobile. Two-factor codes for banking, eGov service requests and Kaspi transfers all go by SMS. A foreign roaming number gets you through the first week and then fails at the point of a transaction.

City coverage is strong and steppe coverage is not, which matters more here than in Almaty.

Almaty's escape is a gorge twenty minutes away; Astana's is open steppe a hundred kilometres out, where there is genuinely nothing. Signal thins fast beyond the ring road. Download offline maps and tell someone your route before driving out to Korgalzhyn or Burabay, particularly in winter.
