Work permit, residence permit, and the closed-professions list

The Ministry of Labour issues a work permit tied to one employer and one occupation. The Public Security Directorate then issues a residence permit. Neither implies the other, both are annual, and the whole thing turns on a question you should ask first: is your occupation open to non-Jordanians at all? Two permits, two authorities, and neither implies the other.

Internationally recruited and nationally recruited contracts are different worlds.

Amman's UN and INGO sector runs two parallel contract systems: internationally recruited posts, which carry relocation, expatriate benefits and often a different immigration route, and nationally recruited posts on local terms. The same job title can pay very differently and confer very different rights, including on residence and tax. If you are entering this market, establish which category the offer sits in before negotiating anything else — it is the single largest variable in the package.

There is no settlement route from working here, and that shapes long-term planning.

Unlike much of Europe, years of lawful residence in Jordan on annual permits does not accumulate toward permanent residence or naturalisation. Permanent residence is available largely through the investment framework administered by the Ministry of Investment, and naturalisation is highly restricted and quota-limited. This is not a criticism of the system, but it means a decade in Amman leaves you exactly where you started immigration-wise. Plan accordingly rather than assuming time counts for something.
